The Municipal General Plan instead of the master plan: what changes for a plot

Since 31 August 2026 the master plan no longer applies. In municipalities that met the deadline, what a plot can be used for is set by the Municipal General Plan, an act of local law that defines the planning zone and the municipal urban standards.

The master plan and the Municipal General Plan

The study of conditions and directions of spatial development (studium) was a directional document. It bound the municipality when it drew up zoning plans, but it settled nothing about whether a particular plot could be built on.

The Municipal General Plan is an act of local law. It must cover the whole municipality, and it binds both the adoption of zoning plans and the issuing of planning decisions.

The consequence that matters for a single plot: since 1 September 2026 a planning decision can only be issued for land lying within an infill area (obszar uzupełnienia zabudowy) designated in the Municipal General Plan. So for a plot with no zoning plan, what counts today is not only its planning zone but whether it falls inside that area.

Which zone is the plot in?

The Municipal General Plan splits the municipality into planning zones. The act defines thirteen of them: from the multifunctional zone that admits multi-family housing, through service, production and farming zones, to green space, water and open agricultural land.

A planning zone is not the same as a land designation in a zoning plan. A plot in a multifunctional zone is not automatic consent for a multi-family building - it means the Municipal General Plan does not rule that direction out. The zoning plan or a planning decision settles it.

Municipal urban standards

The second part of the Municipal General Plan is the municipal urban standards: mandatory accessibility standards for social infrastructure and, where the municipality sets them, standards for the shape of new development. The first say how far a primary school and public green space may be from new housing. The second describe parameters such as building height, development intensity and the share of biologically active area.

When assessing a plot they are read together with the planning zone and any zoning plan in force. It is the development standards that later feed into the zoning plan or into a planning decision.

What if the municipality has no Municipal General Plan yet?

The deadline moved twice: the act of 30 April 2026 (Dz.U. 2026 poz. 781) finally shifted it from 30 June to 31 August 2026. On that day the old master plans lost their force. By then 792 municipalities had adopted a Municipal General Plan, just under one in three - per Geoportal Krajowy figures, which the national administration has not yet confirmed.

In a municipality without one, the zoning plans in force remain in force and decisions already issued stay valid. But the municipality cannot adopt a new zoning plan or amend one, and cannot issue a new planning decision, until it adopts a Municipal General Plan with an infill area.

Where the plan is still being prepared, it is worth checking how far the procedure has got and reading the draft. It shows how the municipality intends to classify the area, though a draft is not yet a plan in force.

How to check this for a specific plot

The data is public, but it sits in different sources and formats. The municipality publishes the Municipal General Plan digitally as GML, planning acts land in the Rejestr Urbanistyczny, opened on 1 July 2026, and GUGiK serves parcel boundaries and the orthophoto. You can see which gmina has already adopted the Municipal General Plan on the municipality map.
