The new law

The general plan has taken the master plan’s place, and it sets what your plot can take

The amendment of 7 July 2023 to the Spatial Planning and Development Act introduced the municipal general plan: an act of local law that covers the whole municipality and, unlike the old master plan, binds the authority when it issues decisions.

    The act is passed

    The amendment to the Spatial Planning and Development Act replaces the municipal master plan (studium) with the general plan (plan ogólny).

  2. 1 July 2026

    The Urban Planning Register opens

    A free national system holding planning acts, general plans, local zoning plans and the documents produced along the way, in one place.

  3. 31 August 2026

    The adoption deadline falls

    The final deadline, moved from 30 June by the act of 30 April 2026 (Journal of Laws 2026, item 781). On that day the old master plans expired.

  4. September 2026

    One municipality in three made it

    The rest are still drafting, or have barely started. For a plot in one of those, there is no single document to look up today, and that is where an expensive mistake is easiest to make.

The municipality has a general plan

The plot sits in one of 13 planning zones, and the municipal urban standards set what can be built there and at what scale. Zonio shows the zone, its provisions, and how they line up with any local zoning plan in force.

The municipality is not there yet

The old master plan has expired, the general plan is still in procedure, and planning decisions have to be read through the new rules. Zonio shows what is in force today, how far the procedure has got, and which facts on the ground will decide the outcome.

Checking one plot still takes days

The data is public but scattered: the municipal geoportal, the zoning resolution as a PDF, the general plan as GML, flood maps, Natura 2000, utility networks, transaction prices. Every source in a different format, in a different place.

Rules locked in PDFs

Height, intensity, biologically active area. All of it sits in scanned resolutions, not in a table you can query.

Risks surface too late

A flood zone, heritage protection, a transmission-line corridor or no legal road access can appear after the contract is signed.

A surveyor is slow and costly

A feasibility study runs into thousands of złoty and weeks of waiting. You cannot commission ten of them to compare ten plots.
